As quoted, it is nonsense. Violence is eminently practical for achieving many goals. The actual quote is "Violence as a way of achieving racial justice is both impractical and immoral...." Or at least that is what Martin Luther King,Jr.said.
Actually, this is from a sermon he preached in 1958. I quote directly from the primary text.
